President Barack Obama averaged a 43% job approval rating for the week of July 18-24, tied for the lowest weekly average of his administration. Obama’s rating at this point is lower than President Bill Clinton‘s ratings were in the fall of 1995 when he was embroiled in a budget dispute similar to the one Obama faces now.

Apple’s current quarterly earnings should receive a nice boost from brisk sales of Mac hardware says analysts. This summer increase can be attributed to the July introduction of OS X Lion and new MacBook Air and Mac mini models.

The latest NPD report suggests Mac sales may climb 26% year over year, which is six times the growth of the overall PC market. Barclays analyst Ben Reitzes is a bit more conservative with his estimate of 18% year-over-year growth for Mac sales. And, lastly, Piper Jaffray analyst Gene Munster is similarly optimistic about Mac sales. Munster believes enthusiasm for the new hardware and software will help Apple ship 4.5 million Macs this quarter.

Based on these estimates, it’ll be a good year for the Mac. Mac sales will continue to grow and Apple will gain market share in the PC industry. These glowing figures are a refreshing change from the rest of the PC industry which is slumping.

Version 5.3 of Skype for Windows has just been released, with the main emphasis of the new release being improved call quality, and the quality of video received by mobile Skype users. Presumably one party of the video call must be using Skype for Windows 5.3, though.

Beyond improved call quality, not much has changed. You can now see your friends’ presence icons when contact cards are collapsed, and the topic editing button is now always visible on the conversation header. For a complete list of changes, hit up the Skype Garage blog.

Earlier today TUAW reported on how one New York City restaurant has adopted the iPad as a menu and point of sale system replacement. Now All Things D is reporting that Apple products — predominantly the iPad — are being purchased in droves by major retailers across the country.

Home improvement chain Lowes is reportedly deploying 42,000 handheld devices to stores in the U.S. and Canada. Other major deployments have been announced by rival Home Depot, Nordstrom, and Urban Outfitters. As noted by All Things D’s Tricia Duryee, some of the retailers haven’t spilled the beans on what devices they’re actually fielding, but it’s anticipated that they’ll be Apple devices — iPhones, iPads, or iPod touches.

While the devices can be easily set up to accept payments, many of the retailers are initially using the devices for customer service use cases: looking up answers to customer questions or checking availability of products.

Pacific Sunwear, AKA PacSun, will be rolling out iPads in 300 of its stores, and plans to increase the distribution of the tablets to up to 600 more locations by next year. PacSun is using an application by developer Global Bay to assist customers in ordering items that are out of stock in the stores.

Global Bay CEO Sandeep Bhanote mentioned that one retailer it helped has seen a 12 percent increase in average order transaction when customers receive service from associates carrying in-store Apple devices. For PacSun, the iPads are anticipated to let store associates close five more transactions a day — and that’s more than enough to cover the cost of the equipment and software.

Family of singer say reports showed alcohol but no drugs present in singer’s body at time of death

The family of Amy Winehouse has revealed toxicology reports showed there were “no illegal substances” in her body at the time of her death.

The 27-year-old singer was found dead at her north London home last month. Her family said the reports showed alcohol was present in her body, but it is not yet known if it contributed to her death.

Winehouse’s father, Mitch Winehouse, had previously said she had “conquered her drug dependency” before she died.

“Toxicology results returned to the Winehouse family by authorities have confirmed that there were no illegal substances in Amy’s system at the time of her death,” the family said in a statement on Tuesday.

“Results indicate that alcohol was present, but it cannot be determined as yet if it played a role in her death.

“The family would like to thank the police and coroner for their continuing thorough investigations and for keeping them informed throughout the process. They await the outcome of the inquest in October.”

Winehouse was discovered by her bodyguard at her Camden flat at around 4pm on Saturday 23 July.

An initial postmortem examination proved inconclusive, and an inquest was opened and adjourned with no cause of death given.

At her funeral on 27 July, Mitch Winehouse said she had recently “completed three weeks of abstinence”, adding that she had told him: “Dad, I’ve had enough of drinking, I can’t stand the look on your and the family’s faces any more.”

He had announced that he would set up an Amy Winehouse Foundation in memory of the singer and was flooded with donations, only to have to put plans on hold last week after a “dickhead” beat the family to registering the website domain name.

He had hoped the foundation would be able to “help all children in need”, but said he was having to return all donations.

“We all have to bombard the tabloids’ websites to put pressure on this dickhead who stole our foundation name,” he wrote on Twitter. “This person was offering to sell [the] name on [a] website.”

Amy Winehouse had fought a well documented battle with drink and drugs. In the month before she died, she was booed off stage in Belgrade on the first night of what had been billed as a 12-show comeback tour. The dates were later cancelled.

The singer rose to fame in 2003 with the release of her debut album, Frank. Her second and last album, Back to Black, was released in 2006, reaching No 1 in the UK.

In the week after her death, the album again topped the UK chart as fans mourned the singer.
